Because there was a decline in them during the 70's and 80's when they had stopped making the animated shorts and when Tiny Tunes became big it reinvigorated interest in WB animation which gave them the idea to rebrand the old characters as mostly merchandise rather than make new cartoons of them. Then when WB merch was at its peak did we get Space Jam.

Growing up in the 90's I just kinda assumed they were ever-present in society, had no idea there was even a "decline" in popularity or marketability.
